The Opportunity
The State Government Affairs (SGA) Director is a senior leader within Genentech’s State & Local Government Affairs (SLGA) team, responsible for advancing legislative and regulatory priorities across an assigned 5–7 state region. Residing in Texas , you will catalyze our Future Ready Advocacy Model Evolution (FRAME) by shaping legislative and executive policy decisions, building strategic stakeholder relationships, and supporting the needs of patients and healthcare customers to drive business goals. Working collaboratively across internal business units and Genentech’s Customer Engagement (CE) field ecosystems, you will serve as a key strategic partner and a trusted mentor within the broader SLGA organization, with key responsibilities including: Advocate and lobby on Genentech's behalf with state legislative and executive branches by drafting policy solutions, preparing amendments, and delivering expert testimony at public hearings and events. Develop and sustain strategic relationships with elected officials, state agency leadership, industry partners, trade associations, and third-party advocacy groups to drive shared legislative and policy objectives. Register as a state lobbyist, manage contract lobbyists, lead association member engagement, and ensure full compliance with all relevant state advocacy laws and regulations. Serve as a strategic advisor to Customer Engagement (CE) field ecosystem leaders, national account managers, and home office teams to align government affairs work with regional business priorities. Monitor, engage in, and educate internal and external stakeholders on Medicaid policy developments, state legislation, executive actions, and reimbursement decisions in collaboration with the State Policy Team. Act as an executional catalyst within assigned ecosystems by leveraging deep regional insights to shape and execute targeted advocacy plans. Provide formal and informal mentorship and coaching to colleagues across the State & Local Government Affairs (SLGA) team and broader PAA organization to foster team growth and impact.
Who You Are
Education: Bachelor's degree required ( Advanced degree preferred ).
Experience
10 or more years of legislative and executive branch advocacy experience working directly with state governments. Executive Branch Experience: Direct experience working for or closely with an executive branch official/office (e.g., Governor’s Office), or equivalent experience serving as contract counsel or lobbying on behalf of pharmaceutical companies. Lobbying & External Counsel Experience: Proven background working as a lobbyist or contract counsel representing corporate or industry clients before state legislative and regulatory bodies. In-depth technical knowledge of state legislative processes, state government operations, and health policy dynamics, including Medicaid policies and reimbursement decisions. Strategic Agility & Relationship Building: Demonstrated ability to exercise high strategic agility, build strategic relationships, and drive consensus among internal and external cross-functional stakeholders without direct authority. Communication & Policy Translation: Strong ability to translate complex policy dynamics into clear, persuasive written documents and presentations for diverse audiences.
