Position

Summary: Duke Energy is actively transforming our grid to achieve carbon reduction goals and enable a cleaner generation mix while delivering reliable energy in a safe and cost-effective manner that is aligned with changing customer needs. Investments in grid infrastructure are expected to continue as the company transitions to a net zero carbon future and adapts to the requirements of an increasingly dynamic grid. New programs will seek to strengthen the grid through customer focused hardening and resiliency investments while posturing the system for increased intermittent and distributed renewable generation sources. This position is responsible for leading key federal initiatives in Power Grid Operations (PGO), including federal regulatory strategies and compliance requirements which support successful program and project execution in alignment with company strategy and the five-year capital plan.

Responsibilities

This position is responsible for providing technical, business, and leadership skills across PGO to one or more of the following areas: Lead regulatory planning and support efforts for federal and state regulatory requests, requirements, processes and filings. This includes Transmission and/or Distribution related rate case filings, witness testimony and exhibits development, witness preparation, data request processes, preparation of regulatory compliance filings as well as responding to complex Power, Quality and Reliability Customer Complaints. Lead regulatory compliance and other compliance efforts. This includes Transmission and/or Distribution related regulatory orders. Lead business case development and documentation, new business proposals and applications, including regulatory Cost Benefit Analysis (CBA) and data requests, as well as continuous refinement and calibration of value frameworks across functions, both within and external to deterministic modeling software and investment planning tools Partner with department leadership to assess regulatory, compliance, and capital funding challenges and opportunities, identify long-term solutions, assist in the development of controls, implementation strategies, and various additional assigned duties, as appropriate, to achieve assigned objectives Lead the development and optimization of a rolling five-year capital investment plan, including collaboration across teams, functions, and jurisdictions at all levels with a portfolio approach ensuring governance to balance operational needs and risks, regulatory recovery mechanisms, strategic commitments, project delivery constraints, and utility company financial constraints in alignment with each State President’s integrated regulatory plans and commitments. In support of expanding federal funded business programs, this position will lead development and oversight of a federal-regulatory Program Management Office (PMO) oversight structure, facilitate regulatory compliance planning, provide advanced ad-hoc analyses, and spearhead the development and improvement of a matrix-supported federal regulatory compliance processes. This position will provide expert level leadership and consultancy for programs and projects which are part of an annual investment portfolio in-excess of $7B.
