The Program Control Manager will lead, supervise, and train a team of cost analysts responsible for Resource Mgmt on the team including; discretionary investment funding analysis, program financial analysis, internal and external audit preparation, and Enterprise tool deployment. The Manager is also responsible for providing functional oversight of the Cost Management department, including engagement, staffing, and employee development. Specific duties and responsibilities will include, but are not limited to the following: Provide Direct Supervision activities, including day-to-day operations for division Capital, Indirect and Non-Contractual Technical Activity (NCTA) projects to include Marketing and Sales (M&S), Bid and Proposal (B&P), and Independent Research and Development (IRAD). Develop employee skills and evaluate employee performance on assigned responsibilities, including capital, NCTA and Indirect activities including: color of money rules, time phasing of the tasks, developing and documenting spend baseline and forecast spend plans, monthly performance measurement, estimate to complete and estimate at complete (ETC & EAC) analysis and updates as well as and variance analysis research and reporting with special attention to Capital Forecasting with a focus on Major Subcontracts, Facilities and General Procurement (GP) developing and reviewing EAC's; incorporation of changes into the system to maintain Major Subcontract/GP cost and schedule accuracy. Oversee employee’s deliverables including weekly reporting of actuals, variance explanations to management, coordinating IWOs, coordinating and tracking material open commitments, etc. Ensure analysts are identifying pressures and opportunities, and developing recovery plans as required as well as developing monthly presentations and briefing leadership at various levels. The team will support the development of the consolidated Long Range Strategic Plan (LRSP) and Annual Operating Plan (AOP) for Discretionary Investments.
