ABOUT THE ROLE
The BSA Operations Manager runs the day-to-day engine of CTB’s BSA/AML and Sanctions program. Reporting to the Chief Compliance Officer / BSA Officer, the Manager owns customer onboarding, transaction monitoring, screening, investigations, and regulatory reporting, and grows the analyst team as the Trust Bank scales. This is a chance to build a financial-crimes function from the ground up at the intersection of AI, stablecoins, and regulated banking. WHAT YOU’LL DO Own client onboarding: run know-your-business onboarding and due diligence for new clients. Run ongoing monitoring: manage risk-based CDD refresh and transaction monitoring across fiat and digital assets. Operate sanctions and risk screening within the Trust Bank’s compliance gate, along with the resulting reporting. Investigate suspicious activity and own regulatory reporting and record-keeping, plus management and Board reporting for the areas you own. Maintain funds-transfer and Travel Rule compliance across all transaction types. Design and deliver BSA/AML and Sanctions training to the team, and support the BSA Officer in developing training for Management and the Board. Supervise and grow the BSA/AML analyst team and support independent testing and examinations. WHAT YOU’LL BRING 7+ years of hands-on BSA/AML/Sanctions experience at a bank, trust company, or regulated fintech, with direct ownership of CIP/CDD/EDD, transaction monitoring, OFAC screening, and SAR investigation and filing. Strong command of the Bank Secrecy Act, FinCEN regulations, OFAC sanctions requirements, and funds-transfer and Travel Rule recordkeeping. Experience operating or tuning transaction monitoring and sanctions screening systems and managing alert and case workflows. Clear writing, examination-ready documentation, and sharp investigative judgment. Comfort in ambiguous, build-from-scratch environments, with a desire to help define the process, not just run it.
NICE TO HAVE
AML and Sanctions experience in a digital-asset context, including familiarity with leading blockchain analytics tools (e.g., Chainalysis, TRM Labs, Elliptic). Experience at a national trust bank or other OCC-regulated institution, or through a de novo charter and early examinations. Experience related to implementing systems that leverage AI and ML to increase quality and productivity within the function. CAMS, CFCS, or comparable certification. Experience supervising or building a team.
