Position Purpose Provide independent technical leadership and assurance on behalf of the Owner for nuclear safety, radiation protection, environmental compliance, and emergency preparedness throughout the project lifecycle, from site selection and licensing through design, construction, commissioning, and operational readiness. Ensure compliance with Saudi Arabian regulatory requirements, IAEA Safety Standards, international best practices, and the Owner's Nuclear Safety Policy while independently reviewing and challenging EPC Contractor deliverables. Key Responsibilities Nuclear Safety • Lead independent nuclear safety reviews and technical assurance activities. • Review safety case documentation (PSAR, FSAR and supporting analyses). • Ensure implementation of defence-in-depth and ALARA principles. • Support the Owner's Nuclear Safety Management System and promote a strong nuclear safety culture. Environmental & Radiation Protection • Review Environmental Impact Assessments and environmental compliance programmes. • Oversee radiation protection strategies, environmental monitoring, radioactive waste management, and occupational dose optimisation. • Ensure compliance with applicable environmental and radiation protection regulations. Emergency Preparedness • Lead development and review of emergency preparedness and response programmes. • Review emergency procedures, severe accident management guidance, and emergency exercises. • Coordinate with national emergency response organisations and relevant authorities. Regulatory & Owner's Assurance • Support nuclear licensing and regulatory submissions. • Interface with the nuclear regulator and international organisations, including the IAEA. • Independently review EPC Contractor deliverables, identify technical risks, and provide recommendations to the Owner. • Participate in design reviews, HAZOPs, Probabilistic Safety Assessments (PSA), commissioning reviews, and operational readiness assessments. Construction & Commissioning • Provide nuclear safety and environmental oversight during construction and commissioning. • Review commissioning procedures, witness safety-critical testing, and verify operational readiness before fuel loading. Key Deliverables • Nuclear Safety Assurance Reports • Environmental Compliance Reviews • Radiation Protection Assessments • Emergency Preparedness Plans • Regulatory Compliance Reports • Independent Design Review Reports • Operational Readiness Assessments • Technical Risk Registers Minimum Qualifications Essential • Bachelor's degree in Nuclear Engineering, Environmental Engineering, or a related discipline. • Minimum 10 years' experience in the nuclear industry. • Experience in nuclear safety, radiation protection, emergency preparedness, environmental management, or regulatory compliance. • Strong knowledge of IAEA Safety Standards and international nuclear regulations. • Excellent stakeholder
