Role description: Arcadis is seeking a highly skilled and motivated Project Engineer (Civil/Enviromental) to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Assist with design reviews, resolve technical issues, and coordinate design change documentation. Provide technical support during construction, review contractor submittals, and monitor progress against milestones. Facilitate communication among stakeholders, schedule meetings, and assist with project documentation, including drawings and specifications. Provide opinions on constructability, means and methods, and the impacts of technical decisions on the overall project, including analysis of critical path schedule impacts and scenario analyses. Support the integration and coordination of all HTP Packages, ensuring comprehensive interface management and collaboration among design, construction, and operations teams. Assist with programmatic oversight and management of project controls functions, including schedule, cost, change, risk, and document management. Update project controls procedures, workflow processes, and tools as requested. Prepare and submit monthly and quarterly project reports, including safety, quality, environmental, and milestone status updates. Maintain a “lessons learned” register and master “issues log” for the HTP. Support implementation and monitoring of the HTP Project Management Plan (PMP), Quality Management Plan (QMP), and other federally required plans. Ensure compliance with applicable federal, state, and local regulations, including NJDEP (Flood Hazard Area, Freshwater Wetlands, and NJPDES), NEPA, USACE Section 404/401, Section 106, and county or municipal permitting requirements. Assist with quality assurance activities, including witnessing testing, periodic audits, and ensuring compliance with technical specifications and contract requirements.
