This position serves as the focal point for unit/plant environmental compliance. Specifically, this position is responsible for ensuring that all appropriate measures for demonstration of compliance with Title V requirements are met. These responsibilities include permit requirements applicable under Title V including HRVOC site cap compliance as well as other applicable air rules. Responsibilities for compliance could extend to other environmental compliance areas as appropriate for a specific site. This role serves as the main contact between environmental, maintenance, technical, and operations personnel and ensures that environmental rules are translated into clear guidance at the unit level. Additionally, this position fosters environmental ownership within operations and maintenance organizations and drives cultural change through training, education, and clear procedures. A Day in the Life
1. Development of Environmental Compliance Tasks A. Work with HSE engineers to develop environmental compliance tasks that must be completed in the assigned area to achieve and demonstrate compliance with environmental regulations. B. Work with Production management and Training to Update operating procedures as required to be in compliance with HRVOC and Title V requirements. 2. Communication and Training A. Responsible for working with the Environmental group to maintain high level of understanding of the environmental citations and rules applicable to the position’s assigned plants. B. Serves as the key communicator with the assigned operating and maintenance groups for environmental compliance matters within the operational area. C. Key interface between the Environmental group and the Operations & Maintenance organizations to ensure understanding of environmental requirements. D. Develop and support ongoing training of compliance requirements of impacted Operations and Maintenance personnel, including changes initiated through MOC. E. Receive ongoing training on unit environmental citations and rules. 3. Task Execution and Monitoring, and Verify Completion of All Requirements A. Track emission rates for assigned unit(s) relative to site and permit limits to assess compliance. B. Assists in strategic activity planning for production and maintenance to maintain compliance with emission caps and limits. C. Works with other operating and maintenance personnel to assure that the required compliance tasks are executed and adequate verification of compliance systems are in place. Prepares regulatory deviation and corrective action reports when required. 4. Report Potential Deviations to Requirement A. Identify, investigate, communicate and lead efforts to correct deviation issues. 5. Summary Reporting, Audits and Corrective Action Management A. Participate in follow-up/closure activities as needed (Training reinforcement, procedure revision, NSR permit revision, etc…). B. Work with Environmental and Operations to identify and drive continuous environmental improvement. 6. Management of Change (MOC) Activities A. Participate in the site MOC process (PCA review,
