Host Nation Construction Facilities Planner The Opportunity: We are seeking a highly experienced and strategic Host Nation Construction Facility Planner to support the planning, coordination, and execution of the facilities consolidation program for the Okinawa Consolidation (OKICON) program, a critical component of the Defense Policy Review Initiative (DPRI). OKICON represents one of the largest peacetime military realignments in history, aiming to reduce the U.S. Marine Corps footprint on Okinawa by consolidating units from seven camps down to four remaining installations. The Facility Planner will serve as a technical subject matter expert for facility planning projects throughout the full project lifecycle, including requirements validation, Basic Facility Requirement (BFR) development, master planning, and site integration, ensuring all consolidated facilities are functional, operational, and seamlessly integrated by bilaterally agreed-upon dates. The successful candidate will be part of the OKICON project delivery team and will work closely with U.S. and Japanese government stakeholders. This role requires a unique combination of master planning, military force structure analysis, and bilateral coordination skills to translate unit capabilities, Tables of Organization (ToO), and Tables of Equipment (ToE) into comprehensive host nation-constructed infrastructure plans. You Have: 10+ years of experience in military facilities master planning, civil engineering support, or military construction (MILCON) program management Experience utilizing the internet Navy Facilities Assets Data Store (iNFADS) or real property databases to analyze facility inventory, validate utilization rates, and check space allocations Knowledge of the U.S. Marine Corps command structure, operational commands, and subordinate commands Knowledge of Unified Facilities Criteria (UFC) governing military facilities master planning, site design, and space planning standards Knowledge of the Total Force Structure Management System (TFMS) to track, identify, and validate military personnel and force structure changes as they relate to footprint requirements Knowledge of community planning, master planning principles, land-use zoning, base development plans, and regional environmental factors affecting military installations Ability to build, review, and validate Basic Facility Requirements (BFRs) in accordance with Naval Facilities Engineering Systems Command (NAVFAC) and U.S. Marine Corps (USMC) planning guidelines Ability to research and analyze unit Table of Organization (TOO) and Table of Equipment (TOE) data to assess operational requirements, calculate required administrative and maintenance space, and plan vehicle and equipment laydown areas Secret clearance Bachelor’s degree in Civil Engineering, Urban or Regional Planning, Architecture, Airport and Facilities Management, or a technical planning field Nice If You Have: Experience working within the U.S. and Japan security alliance framework, with direct planning support for DPRI, Special Action Committee on Okinawa (SACO), or Host Nation-Funded Construction (HNFC) programs Experience directly coordinating with Japanese government entities Experience with the unique geotechnical, environmental, and infrastructure challenges of constructing facilities in coastal areas, maritime zones, or marine-reclaimed lands Experience managing multi-disciplinary teams and coordinating with various stakeholders in a high-stakes, multi-agency environment Knowledge of host-nation construction programs, including the Aviation Training Relocation Agreement (ATARA) and Japan Facilities Improvement Program (JFIP) processes, funding streams, and bilateral execution strategies Ability to use AutoCAD or design software to draft spatial layout options, verify site plans, and review baseline blueprints for facility planning studies Ability to communicate technical requirements to
