Job Description
Working a part of an Integrated Project Delivery Team (IPDT) with the public agency owner, the Senior Program / Construction Director provides executive leadership for the planning, design, procurement, and construction of major transportation infrastructure programs, with an emphasis on complex rail and tunnel projects. This role oversees all construction phases of capital project delivery, and provides support during pre-construction activities, leading multidisciplinary teams to ensure projects are delivered safely, on schedule, within budget, and in compliance with agency, state, and federal requirements. The ideal candidate is an accomplished transportation executive with a successful record delivering complex rail and tunneling projects. Experience leading large-scale capital programs, managing diverse stakeholder groups, and supporting or overseeing all aspects of project delivery—from design through construction—is essential. As a member of the IPDT leadership team, reporting directly to the client Project Director, the Sr. Director will lead program delivery for a major rail extension and tunneling initiative with traditional and alternative delivery contracting methodologies in San Francisco.
Key Responsibilities
Lead the delivery of major transportation and transit capital programs from through construction and commissioning. Direct multidisciplinary teams including agency staff, consultants, designers, construction managers, and contractors. Oversee program management, design management, construction management, contract administration, cost and schedule management, quality, safety, risk, and stakeholder coordination. Manage procurement, contract negotiations, change management, claims avoidance, and dispute resolution. Implement program controls, performance reporting, and executive-level governance. Coordinate with local, state, and federal agencies, utilities, and funding partners to support successful project delivery. Ensure compliance with Federal Transit Administration (FTA), California, and agency requirements.
Qualifications
Required Qualifications BA/BS plus EXTENSIVE years of progressive experience managing major transportation infrastructure projects, including rail and tunnel construction or demonstrated equivalency of experience and/or education At least 6 years of leadership experience Demonstrated leadership delivering complex capital programs in both the public and private sectors with Alternative Delivery contacting. Extensive experience in program management, construction management, design management, contract administration, and cost and schedule controls. Proven ability to lead multidisciplinary
