Role description: Arcadis is seeking a highly skilled and motivated Quality Auditor to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements. We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Role accountabilities: Audit Planning & Execution

Develop and maintain a risk‑based annual audit program covering program functions, package design and construction execution, partners, and suppliers. Plan, lead, and conduct internal, external, and third‑party audits, ensuring objectivity and independence. Ensure audits align with ISO 9001, FTA requirements, client requirements, regulatory standards, and contractual obligations. Prepare audit plans, checklists, and sampling strategies appropriate to project complexity and risk profile.

Quality Management System (QMS) Assurance

Evaluate the effectiveness of the QMS and project‑specific Quality Management Plans (QMPs). Verify implementation of documented procedures, processes, and controls across operational and project activities. Identify systemic gaps, trends, and recurring issues impacting quality performance. Audit compliance to Federal Transportation Authority (FTA) grant requirements and the FTA 15 Elements of a Project Management Plan (PMP), including interfaces between quality, risk, cost, schedule, procurement, and construction. Plan and execute audits related to But America /Build America (BABA) compliance, including:

Material sourcing and domestic content requirements Supplier certifications and supporting documentation Waiver applicability and approval records Ensuring proper control of changes and maintenance of documentation records Traceability from procurement through installation

Federal, FTA & BABA Compliance Nonconformance, CAPA & Improvement

Lead assessment and classification of nonconformances, observations, and opportunities for improvement (OFIs). Support root cause analysis and validation of Corrective and Preventive Actions (CAPA). Monitor
