About this role

GENERAL PURPOSE AND SCOPE OF POSITION: The Director of Strategic Portfolio Management & PMO leads the Office of Information Technology project portfolio and directly manages select high-priority technology projects and programs. This working director partners with the CIO, OIT leaders, and project teams to align initiatives with institutional priorities, establish clear priorities, improve delivery, manage cross-team dependencies, and provide leadership with timely visibility into progress, risks, resource needs, and upcoming decisions. The Director will build a collaborative, service-oriented PMO while remaining actively engaged in project planning and execution.

MAJOR RESPONSIBILITIES

Step into complex or at-risk projects when additional structure, coordination, or leadership is needed. Facilitate project teams, steering committees, and cross-functional working groups to move work from planning through implementation and transition. Develop and manage project charters, scope, schedules, budgets, resource plans, risks, issues, decisions, and stakeholder communications for assigned initiatives. Directly lead select high-priority, enterprise technology projects and programs sponsored by the CIO. Lead and maintain the OIT portfolio of strategic initiatives and major projects. Establish a consistent process for project intake, evaluation, prioritization, sequencing, and review. Partner with OIT leadership to align technology work with institutional priorities and available capacity. Develop and maintain an OIT roadmap showing major initiatives, milestones, dependencies, and resource needs. Create concise portfolio dashboards and executive reporting on progress, risks, decisions, and capacity. Identify cross-team dependencies, competing priorities, and barriers that require leadership action. Establish practical project management standards, tools, templates, and expectations. Coach and support project sponsors, project managers, and delivery teams in planning and execution. Facilitate portfolio reviews and ensure decisions, owners, and follow-up actions are clear. Build and continuously improve a trusted, service-oriented PMO function. Perform other duties as assigned. Provide leadership through influence, facilitation, project direction, and portfolio governance; this position currently has no direct reports. HIRING RANGE: $85,000 - $95,000 EDUCATION: Bachelor's degree in information technology, business administration, management, organizational leadership, or a related field is required. Master's degree preferred.

EXPERIENCE

Experience leading complex, cross-functional initiatives and establishing project governance or portfolio management practices. Experience with prioritization, planning, risk management, executive reporting, and stakeholder decision-making. Strong communication, presentation, facilitation, and relationship-management skills. Demonstrated ability to influence across teams and translate complex information into clear recommendations and actions. Preferred Master's degree in a related field. PMP, PfMP, PgMP, or comparable professional certification. Experience building or maturing a PMO or portfolio management function. Experience in higher education or another complex, distributed organization. Experience with project portfolio management and reporting platforms. Change management training or certification.
