Summary The Performance-Based Navigation Program Specialist coordinates all activities required to maintain Alaska Airlines’ and Hawaiian Airlines’ Performance Based Navigation (PBN) program. They are the primary subject matter expert on Federal Aviation Administration (FAA) program approval, as well as a subject matter expert on procedure design in applicable jurisdictions (FAA, JAA, ICAO, etc). They apply this expertise to reduce operational risk and leverage investment in equipment and technologies. As an individual contributor, this role exercises considerable judgment to make decisions regarding flight procedure activities for all fleets across Alaska Airlines and Hawaiian Airlines.

Specialist With limited direction from leadership, applies knowledge of PBN technology and policy to support program objectives, takes initiative to develop solutions to complex operational issues, and ensures activities are carried out in adherence to policies, standards, systems, and procedures. Takes initiative to design, develop, and maintain Special Instrument Flight Procedures (SIFPs) with a focus on Required Navigation Performance (RNP) procedures, applying knowledge of Terminal Instrument Procedures (TERPS), and supports One Engine Inoperative (OEI) procedure design and program maintenance. Supports SIFP integration in the National Airspace System (NAS), collects and verifies aeronautical data from multiple jurisdictions, and assists with the preparation and submission of data and supporting documents required for SIFP approval. Organizes and maintains PBN documentation libraries, performs PBN monitoring and analysis to support monthly and annual reports, maintains software tools utilized for procedure development, and supports responses to internal user input relating to instrument procedures. Applies professional expertise in instrument flight procedures to support other PBN designers and stakeholders, and makes recommendations to Flight Operations regarding PBN-related matters. Participates in formal and informal networks and supports the representation of the PBN program to the FAA and outside parties, contributing to efforts that advance operational efficiency in flight procedure design. Senior Specialist Works independently with Flight Operations leadership to define PBN program objectives, plans, sequences, directs, and evaluates all related projects, applying deep knowledge of technology and policy to ensure activities are efficiently carried out and uniformity of adherence to policies, standards, systems, and procedures is maintained.
