Leidos's Digital Sector is seeking a Systems Engineer-Sustainment Engineer and Digital Thread to support the U.S. Coast Guard CG-TECH-DME organization in executing enterprise digital transformation, sustainment engineering, and digital engineering initiatives supporting Force Design 2028 objectives. The Senior Systems Engineer will provide technical leadership in sustainment engineering, product lifecycle management (PLM), and digital thread management across enterprise transformation activities, modernization efforts, and mission enablement initiatives. The role will support planning, coordination, analysis, implementation, and governance activities associated with sustaining Coast Guard systems across their full lifecycle (from requirements and design through fielding, sustainment, and disposal) with authoritative, model-based data connecting every phase. This individual will work closely with Coast Guard leadership, program managers, product line managers, enterprise architects, logisticians, cybersecurity teams, and mission stakeholders to define sustainment and technical requirements, establish and govern the digital thread, and ensure alignment between operational readiness needs and enterprise engineering objectives.
Primary Responsibilities
Provide sustainment-focused systems engineering support for Coast Guard digital transformation and lifecycle modernization initiatives, including reliability, maintainability, availability, and supportability analyses that inform readiness and total ownership cost decisions. Establish, manage, and govern digital thread linkages connecting requirements, architecture models, engineering designs, configuration baselines, technical data, and sustainment/logistics data across the system lifecycle. Administer, configure, and champion adoption of Product Lifecycle Management (PLM) software (e.g., Arras Innovator, PTC Windchill, Siemens Teamcenter), including workflows, change management processes, BOM/product structure management, and integrations with engineering and logistics systems. Support configuration management and technical data management activities, including engineering change proposals, configuration audits, baseline control, and technical data package (TDP) development and maintenance within the PLM environment. Analyze operational and sustainment requirements and develop technical recommendations supporting enterprise modernization and lifecycle support objectives. Develop systems engineering artifacts including CONOPS, requirements documentation, interface definitions, sustainment plans, workflows, and technical assessments. Translate operational requirements and concepts of operations into traceable UAFML model artifacts that support digital engineering, sustainment planning, and architecture decision-making. Build and maintain enterprise and system architecture models in Cameo Enterprise Architecture, including diagrams, elements, and views, while executing model queries, validation checks, and trade studies to inform engineering and sustainment decisions; link model elements to PLM-managed configuration items to maintain digital thread traceability. Identify and manage obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) risks, supporting proactive technology refresh and parts management strategies. Coordinate with cloud, cybersecurity, data, and application development teams to support scalable, secure enterprise PLM and digital engineering solutions. Participate in governance boards, configuration control boards, technical reviews, stakeholder meetings, and program status briefings. Support development of technical roadmaps, PLM/digital thread implementation strategies, and data migration plans. Monitor project risks, dependencies, technical issues, and integration impacts across sustainment and modernization initiatives.
