Overview
Microsoft's Windows Ecosystem and Commercial Engagement organization is building a closed-loop quality-readiness system for strategically important third-party OEM devices. The system connects OEM and silicon readiness, structured Readiness Assessment, controlled entrance into SelfHost, launch decisions, and post-launch learning.The system provides leaders and partners with a trusted view of whether a hardware-software configuration is ready to advance, the evidence supporting that decision, remaining risks, and ownership of next actions. As a Senior Technical Program Manager , you will own the program mechanisms surrounding this system, including portfolio intake, partner alignment, integrated planning, readiness governance, risk and dependency management, decision records, and executive communication. You will work across Hero Device Engineering (HDE) and Hero Device Validation (HDV) program teams, OEM and silicon partners, Windows engineering, lab and test leads, data and reporting teams, SelfHost operations, and internal marketing and sales.You will translate ambiguity into scalable operating models and technical evidence into informed decisions while maintaining partner trust and clear engineering accountability. Responsibilities
Lead the end-to-end operating model for a portfolio of strategic OEM device readiness initiatives, from intake and scenario definition through OEM self-assessment, Microsoft Readiness Assessment, SelfHost entrance, release milestones, and post-launch learning. Build and maintain integrated plans across OEM and silicon schedules, device availability, hardware and software configurations, BIOS, firmware, drivers, lab capacity, assessment criteria, remediation work, and decision gates. Build trusted partnerships across HDE and HDV program teams, OEM and silicon partners, Windows engineering, quality and lab teams, data teams, and business stakeholders. Establish clear roles, handoffs, decision rights, expectations, and escalation paths. Drive portfolio prioritization and manage competing requests by evaluating customer and business impact, technical risk, capacity, and schedule implications. Make tradeoffs visible and establish clear ownership and recommended actions. Establish scalable readiness governance, including portfolio and milestone reviews, risk and dependency management, decision records, and exceptions. Ensure material risks and dependencies have clear ownership, next steps, and escalation paths. Facilitate readiness and launch decisions using defined criteria, quality signals, telemetry, and available evidence. Clearly communicate evidence confidence, remaining risks, exceptions, and recommendations to technical and executive audiences. Define and improve portfolio metrics that measure readiness, evidence completeness, turnaround time, partner responsiveness, and operational effectiveness. Partner with data owners to maintain clear metric definitions and data provenance. Scale the readiness program through reusable intake mechanisms, templates, playbooks, automation, responsible AI, and continuous learning while maintaining accountable human judgment, Microsoft audit authority, and OEM confidentiality. What Success Looks Like Readiness recommendations are delivered ahead of key decision points with clear evidence, ownership, confidence, remaining risks, and recommended next actions. OEM, silicon, engineering, lab, SelfHost, and business stakeholders understand their roles and decision rights and have confidence in a consistent, evidence-based readiness process.
