Phillips 66 & YOU - Together we can fuel the future Phillips 66 is looking for a process engineer with 3 or more years of refinery, petrochemical, chemical, or related industrial experience who has strong technical fundamentals and is ready to expand from unit-focused process engineering into broader refinery business, strategy, and capital decision support. In the Refining Capital and Budget Advisor III role, you will combine refinery process knowledge with business analysis to support long-range capital prioritization, budget development, strategic evaluations, and performance improvement across the refining portfolio. You will work across sites, headquarters, Commercial, and other enterprise partners to connect technical insight with business outcomes. What You’ll Do
Lead the development of Refining’s annual earnings forecast and capital long-range plan (LRP), aligning site inputs with overall business strategy. Support project and contract reviews, facilitating timely and informed approvals. Monitor capital spending and project progress, providing insights and direction to ensure Refining remains within budget. Coordinate and support strategic projects and ad hoc analyses, including competitive benchmarking, market assessments, and what-if scenario modeling to inform long-term refining strategy. Develop, update, and maintain budgeting and economic forecasting models, including price decks, scenario analysis, and forecasts in partnership with site, commercial, economist, and value chain optimization teams.
What You’ll Bring – Required
Legally authorized to work in the job posting country Bachelor’s degree in an engineering discipline 3 or more years of experience in refining, petrochemical, chemical, or related industrial operations Intermediate proficiency with Microsoft Office applications Willingness to travel up to 5% of the time

Compensation Range This position has a base salary range of $127,800 - $156,200. At Phillips 66, we are committed to pay transparency and competitive, equitable compensation.
