We are seeking a Project Manager to serve as the overall lead of the Construction Management Consultant (CMC) team on a light rail extension program in the Pacific Northwest. The Project Manager is the primary point of contact for the Authority's Resident Engineer and carries full accountability for contract compliance, budget, schedule, and the performance of the entire consultant team across the Track and Systems scope.
Responsibilities
Serves as the primary point of contact between the CMC team and the Authority's Resident Project Manager, maintaining the client relationship at the executive level. Holds overall responsibility for the CMC contract — scope, budget, staffing, schedule, and deliverables — across the full Track and Systems program. Directs and coordinates the specialized construction management staff, including the Systems Construction Manager, Trackwork Construction Manager, and discipline leads, to ensure integrated delivery. Oversees contract administration, including review and approval of contractor pay applications, change order packages, and claims positions before submission to the Authority. Leads high-level risk management and issue escalation, identifying program risks early and driving resolution before they affect schedule or budget. Represents the CMC team in executive-level meetings, progress reviews, and partnering sessions with Authority leadership. Ensures compliance with the Authority's Design Criteria Manual, Construction Manual, and all governing specifications across the full scope of work. Approves staffing plans and subconsultant assignments, and holds authority over CMC team performance and accountability. Reviews and approves monthly progress reports, schedule updates, and budget forecasts prepared for the Authority. Manages the overall project record and ensures documentation practices meet Authority and Federal Transit Administration requirements. Supports dispute resolution and, where necessary, formal claims proceedings on behalf of the Authority. Champions safety culture and quality standards across the entire consultant team and its subconsultants.
Qualifications
Bachelor's degree in Civil Engineering, Electrical Engineering, Construction Management, or a related field. Professional Engineer (PE) license required; Washington PE preferred, out-of-state licenses may be considered on a case-by-case basis. Approximately 15+ years of progressive construction management experience on heavy rail or light rail transit programs, including significant experience in a Resident Engineer, Project Manager, or equivalent leadership role. Demonstrated experience managing a multi-disciplinary CMC or PM/CM team on a major public transit capital program. Strong working knowledge of FTA-funded project requirements, public agency procurement, and contract administration on Design-Build or Design-Bid-Build delivery. Proven track record serving as the primary client-facing contact on a program of comparable scale and complexity. Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
