Job Description
Motorola Solutions is seeking a Senior Federal Software Program Manager to lead large-scale, enterprise-level software initiatives for federal government clients. In this high-visibility remote role, you will drive strategic program execution across multi-functional engineering teams, optimize resource allocation, and ensure flawless delivery under stringent federal requirements. You will serve as both a trusted advisor to government stakeholders and a strategic partner to internal growth teams, shaping competitive proposals and delivering mission-critical software solutions. This is a fully remote position, with up to 50% travel to customer sites across North America. Preference for candidates based in Eastern/Central locations.
Key Responsibilities
Large-Scale Program Governance: Direct the end-to-end lifecycle of complex, multi-million dollar federal software programs, maintaining ultimate accountability for scope, schedule, financial performance, and quality metrics. Primary Project POC: Serve as the central point of contact connecting federal agency leads, prime/subcontractor partners, and cross-functional internal teams to align program execution with customer mission objectives. Competitive Strategic Planning: Partner with Business Development and Sales to craft competitive proposal strategies, author Statements of Work (SOWs), define technical pricing models, and identify downstream program expansion opportunities. Enterprise Resource & Capability Alignment: Optimize cross-functional team structures across software engineering, cybersecurity, quality assurance, and product design to maximize capacity, eliminate bottlenecks, and ensure cost efficiency. Federal Risk & Compliance Management: Proactively identify enterprise risks and enforce strict adherence to federal acquisition standards, contract governance, and federal compliance frameworks (e.g., NIST, FedRAMP, FAR/DFARS). Executive Stakeholder Engagement: Act as the primary interface for federal agency leaders, establishing strong client partnerships through transparent communication, executive steering committee reporting, and joint strategic planning. Agile at Scale & Continuous Improvement: Champion modern software methodologies (SAFe, Agile, Hybrid) across large program structures while mentoring project leaders to standardize PMO best practices.
