Job Summary

The Program Manager - GMPD Strategic Initiatives and PMO Capability provides flexible project and program management support for priorities identified by the GOSC PMO. This role supports the development of a more consistent approach to change management, establishes and maintains standard program management tools and templates, enables Community of Practice development, and provides overflow project management capacity for Commercial or business-led initiatives when additional support is needed. This role is designed for a highly organized, adaptable project/program management professional who can structure ambiguous work, translate priorities into clear plans, influence across matrixed teams, and drive adoption of repeatable ways of working. The individual will partner across GMPD, Commercial, GOSC, functional teams, and PMO leaders to improve execution discipline, strengthen stakeholder readiness, and support sustained adoption of new processes, tools, and operating mechanisms.

Responsibilities

Provide flexible project and program management support: Lead or support assigned GMPD, Commercial, or cross-functional initiatives by developing project plans, milestones, governance routines, RAID logs, decision trackers, action plans, and executive-ready status updates. Support a standard approach to change management: Help define and apply common change management practices, including stakeholder impact assessment, readiness planning, communication planning, training coordination, adoption tracking, reinforcement, and sustainment of new ways of working. Develop and maintain standard tools and templates: Create, refine, and sustain practical PMO tools, templates, playbooks, job aids, reporting standards, and governance materials that improve consistency, usability, and adoption across programs. Enable Community of Practice development: Support the design, launch, and ongoing management of a Program and Project Management Community of Practice, including charter development, membership model, governance structure, operating rhythms, knowledge hub, learning sessions, and success measures. Provide Commercial PM overflow capacity: Flex into Commercial or business-led project needs when capacity constraints exist, helping teams clarify scope, organize workplans, coordinate stakeholders, manage risks, and drive follow-through on commitments. Strengthen governance and operating mechanisms: Prepare leadership updates, facilitate working sessions, support steering committee or governance forums, document decisions, escalate risks, and ensure owners are aligned on actions and next steps. Capture and scale leading practices: Identify repeatable approaches from active programs and convert them into reusable practices, templates, and guidance that can be shared across teams. Support portfolio visibility and prioritization: Assist with intake, prioritization, sequencing, and reporting activities to help leadership understand work in flight, resource needs, dependencies, and tradeoffs. Drive continuous improvement: Monitor adoption and effectiveness of tools, templates, Community of Practice routines, and change management practices; collect feedback and recommend improvements as needs evolve. Build strong cross-functional partnerships: Collaborate with PMO leaders, Commercial, GOSC, supply chain, operations, finance, quality, regulatory, technology, and other functional partners to enable alignment and execution across matrixed teams.

Qualifications

Bachelor’s degree in business, operations, supply chain, project management, organizational effectiveness, change management, or a related field preferred. PMP, Lean Six Sigma, Agile, Prosci, ACMP/CCMP, or other formal change management certification preferred. 8+ years of experience in project management, program management, PMO operations, transformation, operations, supply chain, commercial, consulting, or related roles preferred.
