Leidos is seeking an ART Product Manager to join the Air Traffic Business Area within the Homeland Sector, supporting the development of the Leidos Common Automation Platform (L-CAP). L-CAP is a mission-critical, future-ready automation platform built on a hybrid cloud data mesh architecture, enabling next-generation air traffic management capabilities. As the Product Manager for an Agile Release Train of approximately 110 personnel, you will own the Program Backlog, define and prioritize Features, and serve as the content authority for PI Planning — reporting to the Chief Product Manager. You will work within one of four ARTs (Flight & Surveillance, Safety & Decision, Controller Experience, or Enterprise Platform), translating program vision into actionable delivery for your train. We are building with an AI-first engineering mindset, embracing emerging AI capabilities and modern development practices to accelerate delivery, improve software quality, and continuously evolve how we design and build mission-critical systems. This position supports government programs and requires the ability to obtain and   maintain   a favorable Public Trust investigation.   This role is part of a growing program, and hiring will depend on available funding. We review applications on a rolling basis, but the timeline for interviews and offers may vary. In some cases, we may extend  contingent offers  that become active once funding is confirmed.  This position is located in  Gaithersburg, MD; Egg Harbor Township, NJ; or Eagan, MN . This is an opportunity to contribute to projects that impact millions of air travelers.  This is a hybrid position requiring 3 days onsite and 2 days remote work.  Candidates should reside a commutable distance to one of the above locations.   What   You’ll   Do:   Own the Program Backlog for the ART — define, prioritize, and sequence Features aligned to program vision and customer needs   Serve as content authority for PI Planning — decide which Features enter each Program Increment based on strategic priorities and capacity   Work with Product Owners to decompose Features into user stories, ensuring clarity, testability, and alignment with acceptance criteria   Translate the program-level capability roadmap into ART-specific feature delivery plans with clear dependencies and milestones   Define Feature acceptance criteria and   validate   fitness for purpose through demonstration and stakeholder review   Manage ART-level stakeholders including customer representatives, business leadership, and engineering teams   Coordinate with peer ART Product Managers and the Chief Product Manager on cross-ART feature dependencies and sequencing   Drive feature prioritization using data-informed decision frameworks balancing customer value, technical feasibility, and risk   Participate in Solution-level planning and coordinate ART contributions to program-level capabilities   Maintain ART-level product metrics including feature throughput, acceptance rates, and value delivery indicators   Sequence modernization feature delivery within the ART prioritizing capabilities that maximize operational mission value while managing transition risk   Manage dependencies between legacy system decommissioning and modernized service activation within ART scope ensuring continuous operational capability   Define ART-level modernization priorities based on operational need, technical readiness, and deployment constraints across distributed sites   Coordinate with systems engineering and deployment teams to ensure feature delivery aligns with site activation schedules and operational readiness gates   Champion an AI-first engineering culture by   identifying   and applying AI-assisted development capabilities, automation, and emerging software engineering practices that improve developer productivity, code quality, testing, and delivery.   Core Technical Qualifications Bachelor’s degree (or equivalent
