Job Summary
The Procurement & Outsourcing Manager will manage sourcing, contracting, and supplier relationship activities for entire organization, ensuring the company obtains high-quality goods and services from qualified vendors at competitive value while maintaining compliance with procurement policy, internal SOPs and corporate objectives. Serves as a trusted advisor to R&D, Clinical, Tech Ops stakeholders and other internal functions, translating business needs into sourcing strategies that balance cost, quality, speed, and risk. Owns the full sourcing lifecycle for assigned categories, from market analysis and RFP execution through contract negotiation, vendor onboarding, and ongoing performance management. Success in this role is measured by cost savings delivered, vendor quality and reliability, and the speed with which procurement can respond to evolving business priorities.
Work Arrangement & Location
Hybrid - This position follows a hybrid work schedule, requiring a minimum of two (2) days on-site per week — currently designated as Tuesday and Wednesday. Additional on-site days may be required based on business needs, team priorities, or leadership direction.
Essential Duties and Responsibilities
• Lead end-to-end sourcing events (RFI/RFP/RFQ) for assigned spend categories, including CRO, lab services, and professional services vendors.
• Negotiate master service agreements, statements of work, and pricing terms in partnership with Legal and business stakeholders.
• Develop and maintain vendor qualification, performance scorecards, and risk assessments for outsourced partners.
• Develop and negotiate Investigative Site contracts (including budgets and exhibits) in partnership with Legal and Clinical
• Partner with R&D, Clinical, and Tech Ops functions to translate business requirements into sourcing strategies.
• Track category spend, identify cost-savings opportunities, and report savings/value delivered against annual targets.
• Maintain the procurement system of record (purchase orders, contract repository) and ensure data accuracy.
• Support supplier onboarding, due diligence, and ongoing compliance monitoring in line with company policy.

Qualifications
• Education: Bachelor's degree in Business, Supply Chain Management, Finance, or a related field required.
• 5 years of procurement, sourcing, or vendor management experience, ideally within biotech/pharma or a CRO-facing environment.
