Job Title: Operations Manager (NARA I) Job Summary: EMCOR Government is seeking a talented Operations Manager to lead our facilities maintenance and operations support services contract for the National Archives and Records Administration in Washington, DC (NARA I). This position is considered key personnel and responsible for all contract operations. This position requires strong leadership, organizational, supervisory, and communication skills plus the understanding of numerous mechanical and structural systems (High-pressure steam boilers, chillers, central plants, HVAC, electrical, fire systems, plumbing, structural, carpentry etc.). Custodial, NARA warehouse and audio/visual operations are also included. The Operations Manager will also oversee several strategic subcontractors (high voltage, snow/grounds, generators, transportation, pest management, etc.). The selected candidate will be located primarily at NARA I and will be required to travel periodically between NARA I and NARA II (College Park, MD), based on 24/7/365 mission needs. Reporting: This position reports directly to program management. Supervision: This position will directly supervise the Chief Operating Engineers, Leads/Foreman, Trades, Watch standers, Warehouse Manager, Audio/Visual Manager, Custodial Supervisors, etc. This position will directly manage subcontractors for core services and IDIQ projects, as well as consultants. #egs #LI-JC1 Essential Duties & Responsibilities Essential Duties and Responsibilities (other duties may be assigned) : Leadership and Management
Provides leadership, direction, and oversight of day-to-day activities like preventive maintenance scheduling, IDIQ preparation and scheduling, vendor visits, etc. Knowledge of building systems to include boiler/chiller, HVAC, Plumbing, Electrical, Security, Fire system, building automation, etc. Meets with building manager daily to discuss on-going issues and/or future plans. Monitors P&L and participates in the annual budget planning ad reforecasts. Provides trend analysis on O&M, safety, quality, and overall contract performance. Trains, mentors, and develops subordinates in preparation for increased responsibility and potential advancement. Creates reports and presentations and briefs company and customer leadership. Ensures staff are trained, licensed, and qualified to perform contract operations. Administers multiple collective bargaining agreements within daily operations. Manages custodial operations and campus grounds beautification.
IDIQ Planning and Cost Estimating
Prepares the scope of work for various types of construction or repair projects. Prepares detailed cost estimates using RS Means or an equivalent cost estimating software. Must be able to articulate and justify cost and technical methodologies. Develop selection/options for most economical systems/approach to be utilized in preparation of bid packages. Solicits competitive bids and prepares estimates that are formally submitted to EMCOR senior leadership and the client representative
