Standard Job Description Position Summary The F‑35 Mods & Upgrades On‑Ramp organization seeks an experienced Level 4 Program Manager to lead capture and acquisition planning for Technology Refresh 3 (TR‑3) follow‑on capability insertions and other Block 4 initiatives. The incumbent will translate evolving customer requirements into executable program and proposal plans, integrate cross‑functional inputs, and drive the effort from early capture through negotiation and contract award.
Key Responsibilities
Capture & Acquisition Planning – Own the end‑to‑end capture strategy for TR‑3 follow‑on modifications and broader Block 4 capability insertion efforts. Integrated Program Planning – Create and maintain integrated schedules, milestones, risk registers, assumptions, and dependency maps that support proposal development and acquisition execution. Cross‑Functional Coordination – Align Engineering, Supply Chain, Contracts, Finance, Estimating, Pricing, Configuration Management, Planning, and Execution teams around a single program strategy. Supplier & Cost Integration – Incorporate supplier technical data, cost estimates, schedule inputs, and contractual terms into a cohesive program baseline. Risk & Issue Management – Proactively identify gaps, resource constraints, and competing priorities; develop mitigation plans and drive actions to closure. Customer Engagement – Serve as the primary interface with internal and external customers, delivering clear status updates, risk briefings, and recommended paths forward. Proposal Development & Negotiation – Support the creation of proposal content, pricing strategy, and negotiation tactics; ensure downstream modification and fleet‑implementation considerations are embedded. Leadership Communication – Provide concise, data‑driven briefings to program leadership and senior stakeholders. Portfolio Flexibility – Assist with additional Block 4 capability insertion initiatives as business priorities evolve. Basic Qualifications Bachelor’s degree or higher Experience in program/project management in aerospace/defense, with proven success leading complex, cross‑functional initiatives. Project‑management methodology knowledge Experience developing integrated schedules, risk registers, and resource plans. Experience influencing senior leadership and government customers. Experience operating in ambiguous, fast‑changing environments with limited supervision. Desired Skills Bachelor’s degree in Engineering, Systems Management, Business, or a related discipline Minimum 7 years of program/project management in aerospace/defense, with proven success leading complex, cross‑functional initiatives. Direct knowledge of TR‑3, Block 4, or F‑35 modernization programs. Experience leading capture, proposal, and acquisition planning efforts for major defense programs. Familiarity with Change Requests, Engineering Change Proposals, and the full proposal lifecycle (development → negotiation → award). Functional background in Supply Chain, Systems Engineering, Contracts, Estimating, Pricing, or Finance. Prior direct engagement with government customers (e.g., DoD, USAF).
