Job Description: Develops and implements strategies for legislative, regulatory, and policy advocacy. Manages programs and provides policy direction to ensure awareness of applicable legislation/proposed regulations within Intel. Manages and coordinates external government advocacy efforts (including consultants) for favorable governmental policies and regulations, outreach programs, and initiatives in concert with business and thought leadership objectives. Coordinates across Intel and represents Intel's interests before governmental bodies (global, regional, federal, state, and local) intergovernmental institutions, industry associations and other professional organizations for the implementation of all phases of regulatory strategy to enable the company business. Identifies, establishes, and maintains relationships with key government and regulatory officials that are critical to the growth of the company's business. Advises and influences senior executives, communicates across cultural divides, and has outstanding judgment and communication skills. Supports significant business organization/senior management and shapes important policy strategies on behalf of Intel. Defines and plans advocacy strategies and initiatives aligned with Intel's longterm direction. Effectively drives complex projects that require agreement among senior executives. Develops extensive working relationships with colleagues across the company and globally, as well as with external counterparts and partners. Creates working groups to share best practices. Provides cuttingedge expertise in two or more core substantive areas or deep subject matter expertise in one. Leads teams with urgency on the key policy issues impacting Intel's business in those areas. When necessary, tackles problems in a novel way, understands patterns in complex information, and pursues deep understanding. Responsible for enabling teams to execute through clear goal setting, facilitating work, maintaining accountability, applying differentiated performance management, and driving team results. Drives results by inspiring people, role modeling Intel values, developing the capabilities of others, and ensuring a productive work environment.
Qualifications
Minimum qualifications are required to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.
Minimum Qualifications
Master ’s degree is required, including MBA and MPA. Advanced degree in Law, Public Policy, Political Science, Public Administration, International Relations or related field 15 + years of experience in government affairs, public policy, or similar roles, preferably in leading multinational corporations or relevant government agencies. Deep understanding of Chinese government institutions, policy-making procedures, broader geopolitical landscape and network. Strong stakeholder management with proven ability to build and maintain network of stakeholders (both internal and external); experience building relationships at central and local levels. Deep knowledge of US-China relations, geopolitical issues and policy topics including cybersecurity, competition, trade and export control. Proven track record of working with think-tanks, trade associations, embassies and chambers. Demonstrated strong competencies in strategic thinking, business acumen and judgment, crisis management, and project management. Proven ability to monitor policy developments and connect them with corporate strategy and business priorities. Strong analytical and problem solving skills with focus on delivering measurable outcomes. Excellent communication skills in both English and Mandarin.
Preferred Qualifications
Experience in the technology or semiconductor industry. Proven ability to operate effectively within a global, multicultural working environment. Familiarity with navigating matrixed organizations
