Key Responsibilities

The Security Cooperation/International Engagement (SC/IE) Subject Matter Expert serves as SPACECENT's principal integrator for Security Cooperation planning, synchronization, assessment, and partner engagement. The position supports the S5 and Commander by translating command guidance into executable plans and coordinating across all SPACECENT directorates, USCENTCOM, U.S. Space Force organizations, interagency partners, U.S. embassies, Security Cooperation Offices, and partner nations. This position enables—not replaces—directorate responsibilities. All operational priorities, technical expertise, requirements, and assessments are provided collaboratively by SPACECENT directorates (S2, S3, S4, S5, S6, S8, SJA, PA, Staff agencies, and functional SMEs). The contractor integrates these inputs into a unified Security Cooperation framework. Support the S5 in implementing Commander guidance and SPACECENT priorities for Security Cooperation and International Engagement. Integrate planning inputs from all SPACECENT directorates into synchronized regional, country, and functional Security Cooperation plans. Coordinate development and maintenance of campaign support plans, country plans, annual engagement plans, and implementation roadmaps. Facilitate cross-directorate planning meetings, working groups, and governance forums to ensure unity of effort. Coordinate with USCENTCOM, HQ USSF, DSCA, SAF/IA, Combatant Commands, Security Cooperation Offices, U.S. Embassies, and partner nations Develop Assessment, Monitoring, and Evaluation (AM&E) frameworks including measures of effectiveness and performance. Identify partner capability gaps based on operational assessments provided by SPACECENT directorates and recommend Security Cooperation activities to address validated requirements Support planning and execution of Key Leader Engagements, Senior Leader visits, multinational conferences, exercises, wargames, and subject matter expert exchanges. Prepare executive briefings, decision papers, information papers, trip books, read-aheads, after-action reports, and strategic correspondence. Maintain knowledge management repositories, engagement trackers, battle rhythm products, and executive dashboards. Support Foreign Military Sales and partner capability development by coordinating stakeholders and documenting operational requirements.
