Phillips 66 & YOU - Together we can fuel the future Phillips 66 is seeking an Instrumentation and Controls Engineer to support the Projects organization. In this role, the engineer provides design guidance and quality assurance for the selection, design, fabrication, configuration, and installation of instruments, control, and safety systems associated with capital projects. This position is a technical oversight role for multiple facilities and works closely with the EPC, project management, process and mechanical engineering, procurement, fabricators, constructors, and site stakeholders to ensure designs, equipment, software, and materials meet applicable codes, standards, and project objectives. The role is best suited for an engineer who combines strong technical depth in instrumentation and control systems with practical project execution skills in refining or similar industrial environments. Willing and able to relocate to Houston, TX What You’ll Do
Provide instrumentation and controls engineering support for projects from early development through detailed design, construction, commissioning, and startup. Provide oversight to EPC contractors and review ICS project scope, design basis, and project execution strategies to confirm alignment with project objectives, site requirements, company standards, and applicable codes.
Provide oversight to EPC contractors on control systems scope, including review of DCS, PLC, SIS, control network architecture, control narratives, cause-and-effect and logic.
Review design deliverables for field instrumentation, control systems, safety systems, and associated installation packages, including instrument indexes, I/O assignments, control narratives, loop drawings, wiring drawings, datasheets, and commissioning packages. Support the specification, selection, and application of field instruments, control valves, isolation valves, PLCs, DCS platforms, and safety systems for project use. Partner with other engineering disciplines, project managers, procurement teams, fabricators, and construction teams to ensure technical alignment and successful delivery of project scope. Review vendor documentation, support technical bid evaluations, respond to technical queries, and help confirm equipment and package compliance with project requirements. Support factory acceptance testing, site acceptance testing when needed. Help ensure project deliverables comply with company engineering practices, applicable industry codes and standards, and site-specific requirements. Contribute to continuous improvement by identifying design, constructability, operability, and maintainability enhancements during project development and execution. Develop, capture, and communicate ICS lessons learned from project execution to support continuous improvement and improve future project quality and predictability. Promote safe work practices and reinforce expectations for technically sound, practical, and sustainable project solutions Successfully manage competing priorities and multiple assignments simultaneously while maintaining focus on business value and technical quality Remain accountable for managing time, meeting commitments, and delivering clear, practical, and technically sound recommendations
What You’ll Bring – Required
Legally authorized to work in the job posting country Bachelor’s degree in engineering, typically electrical, instrumentation, chemical, mechanical, or a related discipline 7 or more years of petrochemical experience Demonstrated experience with industrial instrumentation and control systems in refining or similar process industries
