Lead Product Owner - Federal Learning Development Team Must be a US Citizen Travel: Up to 25% We are seeking an experienced and influential Lead Product Owner to join our Federal Learning Development team. This senior individual contributor and team-lead role works within an Agile learning design environment to deliver high-quality, compliant learning products while strengthening team performance, consistency, and operational excellence. The Lead Product Owner owns the product vision, priorities, and delivery process from end to end. In addition to core product ownership responsibilities, this person will serve as a mentor, coach, and champion of best practices across the team. The role ensures deliverables meet client expectations, business objectives, and accessibility requirements—including Section 508 compliance—while helping build team capability and improve how work gets done. Key Responsibilities
Define and drive product vision, priorities, and backlog execution in alignment with client and organizational goals. Serve as a senior liaison between stakeholders and Agile teams, creating clarity, alignment, and transparency. Lead backlog prioritization and support sprint planning, execution, and continuous improvement. Review and approve deliverables to ensure accurate, high-quality, and compliant outputs. Ensure all learning products meet Section 508 accessibility standards. Partner closely with Learning Designers, Learning Consultants, Production Managers, and Document Quality Analysts. Act as a subject matter expert in Agile product ownership and learning delivery practices. Mentor and coach Product Owners and team members to elevate capability and consistency. Identify and drive adoption of best practices, standards, and process improvements. Provide guidance on complex, high-risk, or ambiguous work. Influence team culture, accountability, and performance outcomes. Use data, feedback, and metrics to identify opportunities for continuous team-level improvement.
Qualifications
Bachelor’s degree in Business, Education, Instructional Design, or a related field; a master’s degree is strongly preferred. 8–12+ years of relevant experience in product ownership, Agile delivery, or learning development. Demonstrated experience mentoring others and positively influencing team performance. Advanced knowledge of Agile methodologies and product lifecycle management. Strong stakeholder management and communication skills, including client-facing experience. Experience supporting federal healthcare, EHR programs, or enterprise learning environments is preferred. Advanced certifications, such as SAFe Product Owner/Product Manager , are preferred. U.S. citizenship and the ability to obtain a Public Trust clearance are required. Proficiency with Microsoft Office products and related applications. Ability to travel to customer sites as needed, up to 25% , including being onsite in Kansas City for the first week of onboarding. Ability to work irregular hours when needed and permitted by local regulations.
