About this role
Join us in transforming how technology serves those who serve. At Leidos, we're not just delivering solutions – we're pioneering the future of defense and intelligence technology. Our diverse teams of innovators unite around a singular purpose: empowering our customers to succeed in their critical missions. We believe in leading with integrity, investing in our communities, and building sustainably for tomorrow. Your opportunity to lead transformation. Leidos is seeking an experienced Cloud Engineering Manager to lead cloud operations and service delivery initiatives supporting the United States Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) in Alexandria, VA. In this role, you will lead a high-performing team responsible for delivering secure, reliable, and modern IT services across AWS and Azure cloud environments that support critical Coast Guard missions. You will partner with government leadership and cross-functional technical teams to drive operational excellence, strengthen cybersecurity, modernize cloud services, and improve mission outcomes across the Coast Guard enterprise. Ready to engineer solutions that matter? The Cloud Engineering Manager plays a central role in ensuring that the contract’s IT services and solutions are delivered effectively, efficiently, and in compliance with government regulations and service-level agreements (SLAs). This role bridges program management, technical execution, and customer liaison, with accountability for day-to-day operations. Some of the areas the candidate will be responsible for are service delivery and performance management, customer and stakeholder engagement, incident management, continuous improvement, modernization and people management activities. Primary Duties: Provide direct people leadership, coaching, performance management, staffing, and technical direction for a multidisciplinary team of cloud engineers, cloud infrastructure and migration architects, network engineers, identity engineers, and test engineers; lead through technical leads and product managers as the organization grows. Own engineering strategy, architecture quality, technical standards, and execution across AWS and Microsoft Azure environments, including landing zones, cloud infrastructure, networking, identity and access management (ICAM), Windows/Azure Virtual Desktop (AVD), and platform modernization. Lead end-to-end cloud migration efforts: discovery and dependency analysis, target-state architecture, migration-wave planning, implementation, validation, cutover, and post-migration stabilization, with minimal disruption to mission operations. Personally engage in architecture and design reviews, challenge assumptions, resolve complex technical issues, and guide teams toward elegant, scalable, resilient, cost-conscious solutions rather than serving solely as an administrative manager. Oversee the engineering and implementation of infrastructure as code (IaC), automation, cloud-native services, configuration baselines, observability solutions, disaster recovery capabilities, and standardized deployment patterns, leveraging DevSecOps and Agile practices. Partner with cybersecurity and authorization teams to engineer compliant solutions and produce quality technical evidence supporting NIST RMF, FISMA, FedRAMP, DoD Impact Level requirements, Zero Trust, and ATO activities. Lead cross-functional planning with Cloud Operations, Cybersecurity, PMO, application owners, and government stakeholders; ensure engineering designs are supportable and transition cleanly into sustainment. Manage engineering delivery plans, integrated schedules, milestones, dependencies, capacity, estimates, risks, and mitigation actions; track progress and ensure technical deliverables meet quality, cost, and schedule commitments. Serve as a trusted technical advisor to Coast Guard and program leadership; communicate architecture options, tradeoffs,
