About this role

About the Opportunity This is for an open position with the FirstEnergy Service Company, a subsidiary of FirstEnergy Corp. This DOT Program Coordinator position is accountable for providing technical expertise and support services to the engineering staff, FirstEnergy (FE) consultants, and support organizations of the FE Operating Companies regarding Department of Transportation (DOT) projects and activities about potential design and relocation of electric transmission and distribution facilities due to highway/road improvement projects within each state. The preferred reporting location are the company's corporate centers in either Akron, OH; Fairmont, WV or Greensburg, PA; reporting locations service centers between these corporate centers will be considered based on availability. Responsibilities include: Demonstrating and directing a solid commitment to all aspects of safety. Coordinating with engineering personnel to prepare estimate packages for each reimbursable line adjustment triggered by a DOT project. Routing correspondence received from State DOT to proper FE personnel and responding to State DOT if requested. Routing for proper signature(s) and tracking all reimbursable DOT agreements. Providing executed agreements to engineering and project management personnel. Providing corporate oversight to ensure adherence with the DOT requirements for each state. Completing billing analyses to process and send partial and final invoices to each state DOT for the allowable reimbursable relocation expenses charged for each project. Administering, accessing and maintaining PennDOT electronic systems, URMS (Utility Relocation Management System) and e-Permitting (EPS). Maintaining, updating and publishing contact lists of respective DOT and FE utility coordinators to internal and external customers. Developing and/or maintaining a highway relocation projects database for each FE Operating Company, listing active projects, outstanding invoices, and invoices paid during the current year. Attending regular scheduled DOT meetings, including the Utility Highway Liaison Committee (UHLC) of PA, and other meetings as needed. Conducting research, analyzing data, and contributing to providing solutions to internal and external customer issues. Developing and maintaining good business relationships with internal and external customers. Developing and updating training presentations, plus coordinating and conducting meetings with engineering & operations personnel as scheduled, or as needed. Providing recommendations for process improvements as needed. Staying updated on new procedures and requirements implemented by each state DOT and sharing this information with internal and external customers. Participating in the storm restoration process and being available to work extended hours as needed.

Qualifications

Bachelor's degree in engineering technology, business, accounting or related discipline and 0-1 years related work experience is required. OR high school diploma or equivalent and minimum 2 years related work experience are required. Related work experience includes knowledge of planning/scheduling of work, construction and maintenance practices, procedures, work methods, materials, equipment and tools which would be used to determine the resources necessary to perform construction and maintenance work activities. Develops an applied knowledge of overhead and underground electric transmission and distribution systems. Understands the Company’s Accident Prevention Handbook and Manual of Operations and its practical application in the workplace. Able to read and interpret maps, highway plan sheets, and relocation drawings provided by the DOT, its consultants, or FirstEnergy engineering personnel. Able to read and interpret utility right-of-way/easement documents. Self-motivated and able to balance competing priorities.
