Summary The Senior Legal Counsel - Board of Pharmacy Enforcement will independently handle a nationwide portfolio of pharmacy regulatory enforcement matters involving Boards of Pharmacy, Attorneys General, Departments of Health, and other regulatory agencies. The attorney will provide strategic legal advice on investigations, citations, fines, disciplinary actions, settlement agreements, license disclosures, and related regulatory matters. The attorney will serve as a key legal advisor to pharmacy operations, compliance, licensing, regulatory affairs, and senior business leaders, helping the company assess regulatory risk, respond to enforcement matters, and develop strategies that support compliant pharmacy operations. The role includes responsibility for case strategy and coordination of outside counsel, matter budgets, and enforcement-related processes, but does not include direct reports or formal people-management duties. This is a highly visible individual contributor role requiring strong judgment, regulatory experience, ownership, and the ability to build constructive relationships with regulators and government counsel across multiple jurisdictions.

The successful candidate will have a strong work ethic, be a self-starter, and be highly productive in a dynamic, collaborative environment. The role offers broad exposure to the company’s business and significant interaction with business and legal leaders. 8+ years of legal experience, including significant experience in pharmacy, health care, regulatory enforcement, litigation, administrative law, or another highly regulated industry. Experience handling regulatory investigations, enforcement actions, disciplinary proceedings, administrative hearings, settlement negotiations, or government agency matters. Strong understanding of pharmacy or health care regulatory frameworks, state administrative processes, and regulatory enforcement procedures. Demonstrated ability to independently manage a high-volume, multi-jurisdictional caseload involving complex and sensitive legal and business issues. Experience coordinating outside counsel, legal strategy, matter budgets, legal spend, and related case operations. Excellent judgment, communication, writing, negotiation, analytical, and problem-solving skills. Ability to influence and collaborate effectively without formal authority across legal, operations, compliance, licensing, field leadership, regulators, government counsel, and senior leadership. Ability to travel based on business needs.

Juris Doctor required. Active bar membership in good standing is required. Pay Range The typical pay range for this role is: $175,100.00 - $334,750.00 This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.    Our people fuel our future.
