Position
Overview The Manager, Government Affairs & Strategic Technology Policy – Korea will lead Qualcomm's engagement with government stakeholders, policymakers, industry associations, and ecosystem partners to advance Qualcomm's priorities in artificial intelligence, data centers, physical AI, robotics, advanced connectivity, and semiconductor innovation. This role sits at the intersection of technology policy, government relations, ecosystem development, and business strategy. The individual will help position Qualcomm as a trusted partner to the Korean government as Korea advances its ambition to become a global leader in AI, digital infrastructure, semiconductors, and physical AI applications. The successful candidate will proactively identify policy opportunities, drive government engagement strategies, support Qualcomm business units, and develop partnerships that accelerate adoption of Qualcomm-enabled technologies across Korea's public and private sectors.
Key Responsibilities
Government Relations & Policy Advocacy Develop and execute Qualcomm's Korea government affairs strategy aligned with corporate and business unit priorities. Build and maintain senior-level relationships with key agencies including MSIT and affiliated agencies, MOTIE, relevant National Assembly members, and other relevant ministries and regulators. Monitor, analyze, and influence policy developments related to: Data Centers and AI Infrastructure Physical AI and Robotics Edge AI and Distributed AI Semiconductors and AI Compute Platforms Intellectual Property Develop policy positions, consultation responses, briefing papers, white papers, and advocacy materials. Represent Qualcomm in industry associations, public consultations, working groups, and government forums. Data Center & AI Infrastructure Enablement Support Qualcomm's engagement on policies impacting AI infrastructure deployment and data center investment. Promote technology-neutral policies that encourage innovation, vendor diversity, interoperability, and adoption of advanced AI computing platforms. Partner with government stakeholders to identify opportunities related to national AI infrastructure initiatives, sovereign AI programs, and AI ecosystem development. Monitor regulatory developments affecting energy, connectivity, cloud infrastructure, and AI compute investments. Physical AI & Robotics Engagement Advance Qualcomm's position as a key technology enabler for Korea's physical AI ambitions. Support public-sector initiatives involving: Robotics Industrial automation Autonomous systems Smart manufacturing Intelligent mobility Edge AI deployment Work with ecosystem partners, research institutions, universities, and government agencies to identify collaboration opportunities. Promote awareness of Qualcomm technologies that support AI-enabled devices, robotics, industrial IoT, and intelligent edge solutions. Ecosystem Development & Partnerships Identify opportunities to leverage national technology initiatives. Support executive-level engagements involving Qualcomm leadership and Korean government officials. Internal Collaboration Serve as the primary Korea government affairs liaison to Qualcomm emerging technologies business units. Work closely with Legal, Public Policy, Corporate Affairs, Engineering, Product, and Ecosystem teams. Provide regular updates and strategic recommendations on policy risks, opportunities, and stakeholder dynamics. Support executive briefings, CEO visits, government meetings, and strategic planning processes.
Qualifications
Required Bachelor's degree in Public Policy, International Relations, Law, Political Science, Economics, Engineering, or related field. 7+ years of experience in government affairs, public policy, regulatory affairs, or related roles. Strong understanding of the Korean government and policy-making environment. Demonstrated ability
