Job Summary The AVP, Growth Strategy and Proposal Development - Quality is a Health Plan Services leadership position responsible for creating Request for Proposal strategy and content for new and expanding Molina markets. This position serves as the subject matter expert in the following areas of focus: Medicaid Quality programs, Quality performance measurement systems, HEDIS, CAHPS, Health Equity & Social Determinants of Health (SDOH), population health, and provider engagement.
Knowledge/Skills/Abilities • In collaboration with Business and Proposal Development, develops and implements core quality processes and best practices in new and expanding Molina markets that will support optimal state quality compliance. Provides strategic direction as new or additional business is operationalized. • Represents Quality as the functional, strategic leader for all proposal work with a dotted line to SVP, Proposal Strategy and Development and support from direct reports. Responsible for pre-work and proposal development efforts in collaboration with Business Development and Strategy and Capture. • Provides strategic direction to writers on question responses, including developing workflows. Responsibilities include full review of the contract, identification of gaps and required contractual language, coordination with other functional areas, identification of differentiators and risks, and tracking and remediation of any issues. • Responsible for leading the development of compelling, compliant, and accurate RFP responses for functional areas; ensures responses address all components of questions and scope of work. • Creates and identifies capabilities, initiatives and solutions that yield positive membership growth, positive operating gains, and improved reputation as measured in the annual goals. • Responsible for Quality growth strategy, content, response, and solutions; ensures RFP response aligns with Molina’s processes and leverages Molina’s technology and capabilities • Collaborates and coordinates RFP assignments, capabilities, initiatives, and solutions with other departments within the business unit and matrix partners within the company, including but not limited to Finance, Clinical, BH, Network, Actuarial, IT, and HR. • As the functional SME, continually monitors competitive landscape, assessing competitor capabilities for strengths and opportunities in comparison to Molina; presents findings and cost benefit analysis to senior leadership; keeps Proposal Development team informed of latest innovations and trends. • Identifies and executes opportunities for Molina brand recognition, to include recognition for best practices and awards. • Leads the evaluation of partnerships and business processes. In collaboration with Business Development, develop effective relationships with strategic provider partners at the national, regional, and state levels. • Develops system to track all Quality development activities relative to RFPs; ensures activities are implemented according to applicable time commitment. • Assists with the development of staffing plans, project plans, and cost estimates for new functions and procedures. • Collaborates and coordinates post-win transition planning with Quality operations leadership.
Job Qualifications REQUIRED EDUCATION: Bachelor’s Degree in Operations, Healthcare Management, Business Administration, etc.) or equivalent combination of years of experience in lieu of degree. REQUIRED EXPERIENCE: • Minimum 10 years of leadership/management experience in health care management, managed care, marketing products, managing significant business results and provider services experience in government sponsored programs. • Experience in managing Quality programs and operations for Medicaid, Dual Demonstration, or other Medicaid Medicare Advantage programs (claims, contact center, enrollment, etc.) • Executive
