Primary Purpose The Principal Business Program Manager is a critical member of BGE’s Project Initiation Team, responsible for establishing centralized ownership, visibility, and escalating early-stage and portfolio-wide project risk for major Transmission and Substation capital projects. Partnering closely with Project Initiation leadership, Project Controls, Engineering, Planning, Finance, and Investment Strategy, this role leads risk identification during project initiation, develops and maintains standardized risk registers, and provides portfolio-level risk insights to inform governance decisions, capital forecasting, mitigation planning, and leadership escalation. By integrating risk, scope, schedule, and cost perspectives, this role strengthens project readiness, improves financial predictability, and ensures critical risks are identified, quantified where possible, assigned to accountable owners, and escalated before they impact execution, regulatory outcomes, or portfolio performance. The ideal candidate will possess demonstrated Transmission and Substation project experience, strong front-end project development expertise, and the ability to lead cross-functional risk management practices across complex utility capital portfolios. In addition, this role is responsible for portfolio-level risk monitoring across all centrally managed Transmission projects supported by PIT. The Principal Business Program Manager maintains a consolidated view of risk exposure, identifies systemic issues and emerging threats, tracks time-sensitive risks and decision points, and monitors mitigation commitments to ensure risks do not go unmanaged as projects progress from initiation. through execution. Acting as an early-warning and portfolio governance function, not a project firefighter, the role ensures the right risks are elevated to the right stakeholders at the right time, enabling proactive leadership decisions, stronger Investment Strategy coordination, and improved portfolio accountability. The Principal Business Program Manager does not perform project execution activities. Instead, the role enables successful execution by ensuring that risks are clearly understood, assessed for probability and impact, quantified where practical, assigned to owners, linked to mitigation strategies, and aligned with governance expectations prior to project handoff. This position plays a key role in transforming fragmented, siloed initiation practices into a disciplined, transparent, and enterprise-aligned project initiation and risk management framework.   Position may be required to work extended hours for coverage during storms or other
