Northrop Grumman Mission Systems (NGMS) is seeking a Manager Programs 3 with a strong background in facilities and infrastructure program management, and a focus on strategy, analytics, and governance, to join our Sector Facilities Optimization organization. This position will be located in Baltimore, MD and will report to the Manager 3, Facilities Optimization Team Lead. The Manager Programs 3 will serve as a strategic, senior program manager responsible for establishing and executing a cohesive Facilities and Governance Strategy that aligns infrastructure investments and facility roadmaps with broader sector Manufacturing and Infrastructure objectives. This role focuses on developing data-driven, executable, and efficient facilities strategies that incorporate key metrics and analytics related to facilities condition, utilization, and business considerations. This individual will create and manage the facility strategy, provide strategic oversight and direction to project managers outside of the Baltimore region, and act as a senior facilities representative to divisions and internal and external leadership to ensure consistent prioritization, communication, and decision-making across sites. The Manager Programs 3 will also support the Facilities Governance Process, ensuring that capital, sustainment, and capacity decisions are controlled, transparent, and aligned with long-term mission, growth, and risk management objectives. Success in this role requires demonstrated program management expertise, a strategic mindset, facilities and infrastructure experience, strong analytical and data-driven decision-making skills, and the ability to collaborate effectively across organizational boundaries and with leadership at all levels.
Responsibilities
Develop and maintain a cohesive Facilities and Governance Strategy that aligns facilities investments and infrastructure roadmaps with sector Manufacturing and Infrastructure objectives. Lead the development and execution of data-driven, multi-year facilities and infrastructure strategic plans, leveraging key metrics and analytics (e.g., infrastructure condition, facilities condition index, utilization, and local business environment). Manage and provide strategic oversight to project managers outside of the Baltimore region to ensure consistent execution, prioritization, and reporting across sites. Serve as a senior facilities representative to divisions and internal/external leadership, providing clear recommendations and decision support on facilities, capacity, and capital investment priorities. Support the Facilities Governance Process, including facilitating governance forums, driving standardization, and ensuring decisions are well controlled, transparent, and aligned with business strategy and risk posture. Coordinate across functions (e.g., Manufacturing, Operations, Real Estate, Engineering, Supply Chain, Finance, Program Management) to integrate facilities strategy with program, operations, and growth needs.
