Standard Job Description Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontracts in support of development, production and global sustainment for multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. May sign supplier agreements and purchase orders within established authority. As an integral part of the Subcontract Management Team, the Subcontract Administrator will: Draft subcontract terms and conditions Draft Teaming Agreements, Memoranda of Understanding and Proprietary Information Agreements and processes the agreements for approval Prepare Requests for Proposals (RFPs) Conduct competitions; evaluates proposals; and supports source selections Leads negotiations with Subcontractors and subsequently through execution, manages the subcontracts documents, including drafting Basic Qualifications A Bachelor's Degree from accredited college or university 3-5 years of Subcontract Administration and/or procurement experience in the defence sector Strong negotiations and interpersonal skills Familiarity with Public Services and Procurement Canada (PSPC) procurement regulations and terms and conditions Proficient knowledge of Microsoft Office applications Strong written and oral communication skills. Desired Skills • Experience with supply chain management or buying or procurement or related field • Demonstrated working knowledge of Systems, Applications and Processes (SAP)
