Job Description

AECOM is seeking a Labor Compliance Technician to support labor compliance activities for major capital improvement, maintenance and development programs in an active airport environment which is located in San Diego, CA. This position will monitor, investigate and report on contractor and subcontractor labor compliance practices associated with public works construction projects. The role will review certified payroll records, prevailing wage requirements, apprenticeship participation and related documentation to help ensure compliance with applicable federal, state and local labor requirements. The Labor Compliance Specialist will work closely with contractors, subcontractors, project teams and public agencies, conducting site visits and investigations, resolving payroll and classification discrepancies, supporting labor compliance systems and training, and maintaining accurate records throughout the project lifecycle.

Key responsibilities

Review and evaluate weekly certified payroll records against applicable wage determinations, worker classifications, crafts, benefits and apprenticeship requirements. Identify payroll discrepancies and coordinate with contractors and subcontractors to obtain corrections and supporting documentation. Monitor contractor and subcontractor compliance with prevailing wage, fringe benefit and apprenticeship requirements for state, locally and federally funded public works projects. Support compliance with applicable requirements, including the Davis-Bacon Act, California Labor Code and public contracting requirements. Conduct construction site visits and worker interviews to verify work classifications, wages and activities reported through certified payroll. Compare observed construction activities against submitted payroll documentation and perform additional fact-finding when discrepancies are identified. Investigate reported or suspected labor compliance violations arising from payroll reviews, field observations, worker contacts or other sources. Coordinate with contractors, project teams and applicable state or federal agencies to research compliance issues and determine appropriate corrective actions. Prepare documentation and recommendations related to corrective measures, including potential penalties or other enforcement actions when applicable. Administer and support specialized labor compliance software, including system setup, user coordination and data management. Train staff, consultants, contractors and subcontractors on labor compliance systems, processes and documentation requirements.
