MPI and VHIC Engineering Lead The Opportunity: The Department of Veterans Affairs' ( VA ) Master Person Index ( MPI ) is the authoritative enterprise source for the VA's known identities and their traits and attributes, correlating identity data from DoD and third-party Cloud Service Provider s via probabilistic matching through IBM Master Data Management and InfoSphere MDM. MPI is implemented as a combination of COTS products, including Oracle Database, IBM DB2, and InfoSphere MDM, and custom-built sof tware, and currently manages 85M+ unique identities, serving 900M+ tra nsa ctions per month, integrated with 200+ applications. MPI must meet a 99.99% production-availability target – the program's highest availability bar, shared only with Internal and External SSO. The Veteran Health Identification Card ( VHIC ) product issues health identification cards used at VA medical facilities to streamline appointment check-in and serves as the system of record for Veteran photographs. VHIC is currently implemented as a custom-developed sof tware solution and must meet a 99.9% production-availability target. As MPI and VHIC Engineering Lead, you own the technical roadmap and engineering leadership for both the MPI and VHIC engineering teams, including probabilistic-matching tuning and identity reconciliation for MPI, and custom-application delivery for VHIC, coordinating closely with the ICAM Database Administrators who maintain the shared Oracle / DB2 / MDM backend. What You’ll Work On: Own the technical roadmap and engineering leadership for the MPI Support team, including IBM InfoSphere MDM probabilistic-matching configuration or tuning for identity resolution and retrieval across 85M+ identities. Own MPI's 99.99% production-availability target and VHIC's 99.9% production-availability target and lead incident triage or Root Cause Analysis for Tier 3 escalations on both products. Lead data-integrity, bulk-validation or cleanup, and identity-reconciliation engineering for MPI and IGA per the program's Data Management requirements, including scripts and automated tooling for routine data validation. Own technical delivery of the custom-developed VHIC application, including its role as the system of record for Veteran photographs and its integration with VA medical-facility check-in workflows. Coordinate with the ICAM Database Administrators on the shared Oracle Database, IBM DB2, and InfoSphere MDM backend supporting MPI, VHIC, APDS, and Saviynt. Serve as escalation point for MPI- related support tickets such as a Veteran's identity attributes in VA MPI are incorrect and need correction and own the identity-data-quality escalation path in coordination with the Identity Data Quality Analysts. Mentor and provide technical work leadership to MPI / VHIC engineers and database staff on the MPI Support team. Leverage AI intelligently to drive efficiency and quality of output. You Have: 5+ years of experience leading or architecting large-scale 10M+ record master data management or identity-correlation systems, including hands-on a MDM or probabilistic-matching platform such as IBM InfoSphere MDM 5+ years of experience with Oracle Database or IBM DB2 administration or architecture in an enterprise production environment, including HA / DR configurations Experience leading a technical team delivering and operating a production identity datastore or system of record at scale Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements Bachelor's degree in Computer Science or Information Technology Nice If You Have: Experience with healthcare
