The Estimating & Pricing organization within Raytheon Finance is establishing a centralized Basis of Estimate (BOE) Writing Team to support unclassified sole-source proposals. BOE Writers will work with BOE Developers and functional subject matter experts to convert technical inputs into structured BOE documentation. BOE Writers will incorporate inputs from Engineering, Supply Chain, Operations, Program Management, and other functional organizations into BOEs that comply with internal checklists, proposal instructions, templates, and customer requirements.
What You Will Do
BOE Development Convert technical content and scope information provided by BOE Developers into structured BOE documentation. Develop BOEs in accordance with applicable guidelines, templates, proposal instructions, and customer requirements. Document the basis, assumptions, methodology, and rationale supporting cost estimates. Review BOEs for completeness, accuracy, consistency, and compliance with applicable requirements. Incorporate revisions and updates from BOE Developers and functional subject matter experts. Collaboration & Stakeholder Engagement Coordinate with functional subject matter experts and program representatives to collect technical inputs. Review submitted information and identify missing or incomplete content. Obtain clarification from BOE Developers and functional stakeholders regarding scope, assumptions, and estimate methodology. Coordinate with the Proposal team to align BOE documentation with Requests for Proposal (RFPs) and proposal requirements. Document and communicate questions, responses, and required revisions. Quality, Compliance & Process Improvement Follow established writing standards, templates, checklists, and work instructions. Conduct reviews of BOEs for compliance, completeness, and consistency before supervisor review. Document recurring content gaps and recommend updates to templates and work instructions. Participate in team training, calibration, and process improvement activities. Support development of standardized and repeatable BOE writing processes.
Qualifications
You Must Have: Typical requires a University Degree or equivalent experience and less than 2 years prior relevant experience. Experience using Microsoft Office applications, including Word and Excel.
