Position
Summary The Senior Manager, Strategic Programs Business Solutions Liaison is a senior individual contributor within Medicare business who leads the business-side delivery of complex, technology-enabled initiatives. This role combines business analysis and project management to translate strategic priorities into clear requirements, drive cross-functional execution, and ensure solutions deliver measurable operational value. Embedded within the business, this role serves as a primary liaison across business stakeholders, enterprise IT teams, and external vendor partners. The Senior Manager brings structure, visibility, and accountability to solution design, issue resolution, and implementation, with a focus on C-SNP Condition Verification processes and other strategic business initiatives as needed.
Key Responsibilities
Lead the business-side delivery of complex technical and operational initiatives from scoping through implementation and stabilization Translate strategic business priorities into actionable requirements, business process needs, delivery plans, and decision-ready recommendations Serve as the primary business liaison across internal stakeholders, enterprise IT teams, and external vendor partners Manage business production support for assigned initiatives, including issue triage, defect tracking, root cause analysis, and resolution follow-through Monitor recurring system and process issues, identify patterns, and recommend improvements that strengthen performance, reliability, and business outcomes Build and maintain business process flows, operating frameworks, and executive-ready materials that support stakeholder alignment and decision-making Facilitate cross-functional collaboration to ensure solutions are delivered on time, aligned to business needs, and adopted effectively by stakeholders Communicate project status, risks, dependencies, tradeoffs, and recommendations clearly to both technical and non-technical audiences Ensure solutions align with business priorities, compliance expectations, and operational requirements within a regulated Medicare environment Proactively manage timelines, risks, open issues, and execution barriers to maintain momentum and support successful outcomes Apply strong judgment, persistence, and analytical rigor to investigate complex issues and drive practical resolution Qualifications Minimum 5-8 Years experience supporting Medicare Advantage, Special Needs Plans, Medicaid, or adjacent healthcare programs, with strong understanding of business operations and cross-functional delivery needs Demonstrated success leading cross-functional initiatives involving business stakeholders, enterprise systems, and technology partners Strong experience translating business needs into structured requirements, implementation plans, and operationally viable solutions Proven ability to influence across teams, manage ambiguity, and drive progress without direct authority Strong analytical, problem-solving, and root cause analysis skills, including experience supporting defect management and production issue resolution Strong written and verbal communication skills, including experience tailoring updates for leadership, operational teams, and technical partners Experience with business process improvement, operational transformation, and stakeholder alignment Preferred Qualifications Experience
