As an AM&E Program Analyst, you’ll use your expertise to assess how alterations will impact business processes and design to develop assessment development, data collection and analysis. You Have: 10+ years of experience working with U.S. government or military entities 3+ years of experience with DoD security cooperation or security assistance programs Experience developing AM&E assessment frameworks and designing program logic models, logical frameworks (LogFrames), and Theories of Change (ToC) to map activities to strategic goals Experience establishing and tracking Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) alongside executing qualitative and quantitative data collection methods, including surveys, interviews, focus groups, and site-visit monitoring Experience working with both Department of State and Department of Defense End-Use Monitoring (EUM) compliance programs, such as Golden Sentry or Blue Lantern, and coordinating across military components and geographic combatant commands Experience developing and presenting briefings, reports, and recommendations to senior military leadership, including General Officers or Flag Officers Ability to travel domestically and internationally up to 25% of the time to support partner-nation engagements and site monitoring. Secret clearance Bachelor’s degree Nice If You Have:  Experience with DoD Instruction (DoDI) 5132.14: Assessment, Monitoring, and Evaluation Policy for the Security Cooperation Enterprise and DSCA guidelines Experience planning and supporting formal program evaluations, including drafting evaluation scopes and collaborating with external evaluators, and coordinating initiatives with interagency partners, such as the Department of State, PM Bureau. or Department of War Portfolio Acquisition Executives and Capability Program Executives Experience using Security Cooperation tracking and management databases, such as Socium, OHASIS, SCIP, DSAMS, or SanWeb and managing databases, data repositories, or performance dashboards Knowledge of formal U.S. Army and DoD staffing processes and SOPs Possession of excellent oral and written communication skills Master’s degree in International Relations, Foreign Policy, Political Science, or a related field DSCU Security Cooperation Workforce Certification 2.0, such as AM&E Area of Concentration Level I or II, completion of POE-211/POE-201, or legacy DSCU Security Cooperation Management course Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
